Quotations/Tenders Call Notice – Cuttack – Government of Odisha

cuttack.odisha.gov.in/tenders/quotations: Interested service providers based in Cuttack are asked to submit sealed quotes for the provision of one (1) Swift Dzire vehicle, including driver, for official use in the O.P.S.C. office on a monthly rental basis, subject to the terms and conditions outlined in the Annexures.-I.

1) The vehicle must be in roadworthy condition within a year of the date of initial registration and possess the necessary documents for its use, such as a valid Commercial Registration Certificate, Insurance Certificate, Fitness Certificate, valid Contract Carriage Permit, proof of current tax payments, etc.

2) The car will be renewed after a year if the owner and driver behave well and perform satisfactorily.

3) The vehicle’s driver needs to be kind, well-behaved, possess a valid driver’s license for light-transport passenger vehicles, and have enough experience operating transport passenger vehicles.

4) The driver should be obedient and well-behaved.

5) The intending bidders must deposit Rs. 1000 in the form of an Account Payee Bank Draft made payable to the Secretary of the OPSC and submitted with the quotations as EMD. The money will be returned to unsuccessful bidders once the tender process is over.

6) The monthly hire charge rate, which excludes fuel and lubricants, will be quoted separately in the general bid information along with G.S.T. No price will ever be accepted that exceeds the cap set by the government in the most recent circular.

7) The vehicle needs to reach a fuel efficiency of 17 kilometres per litter.

8) The general bid information with the quotation (Annexure-II) should explicitly include the vehicle’s make, year of manufacture, registration number, fitness certificate mileage (kilometres covered per liter), driver’s name, driving license number, and validity period. The car has to have been registered within the last 12 months. A new vehicle is preferred.

9) The quotation must be completed in all respects and delivered to the undersigned by 5:00 PM on or before December 20, 2024. It will be opened in front of the bidders or their designated representatives on December 21, 2024, at 3:30 PM.

10) The quotation application form, which includes general bid information and terms and conditions for hiring vehicles, etc., is included in Annexures I and II and can also be found on the Commission’s website at http://opsc.gov.in. The application form can be downloaded from the official website of the OdishaPublic Service Commission. In addition to the application, the applicant must provide a Demand Draft for Rs. 100 as the application fee.

Annexure-I

TERMS AND CONDITIONS FOR HIRING OF VEHICLES

The successful bidder must meet the following requirements in order to provide a vehicle for monthly rental.

1. The rental cars must have all required valid motor vehicle documents during the term of the contract, including a valid registration certificate, insurance certificate, fitness certificate, valid contract carriage permit, proof of current tax payment, etc., and the driver’s D.L. must always be available. Any damage or loss to rented vehicles, death or injury to any person, or property damage resulting from the use of a hired vehicle in any way is not the responsibility of the department or office that rented the vehicle. Any litigation of this kind will be the hirer’s responsibility.

2. The monthly hire fees are final and include GST; however, they do not include the cost of gasoline or diesel, which must be paid for separately based on actual consumption in accordance with current government regulations. The bidder will cover all of the vehicle’s costs for repairs, replacement of spare parts, lubricating oil for the engine, gear box, and differential coolant, tires and tubes, battery, etc.

3. It will be the bidder’s duty to supply a competent driver, and the bidder will pay the driver’s salary.

4. The bidder or owner of the vehicle must supply a replacement vehicle of the same or better model in the event of a breakdown for any reason.

5. The authority may disengage the vehicle and engage the vehicle from another source without providing a reason if the vehicle does not report on a regular basis.

6. For a minimum of 30 days per month, the vehicles must report for duty.

7. The driver must report for duty in the event of an emergency in accordance with the hirer’s requirements. No additional money will be requested.

8. No upfront payment will be made; instead, monthly hire fees and reimbursements for actual diesel/petrol costs will be paid to the chosen bidder in each subsequent month, ideally within fifteen days of the service provider’s bills being submitted.

9. The car must be in good operating order for the duration of the contract and no older than a year from the date of initial registration.

10. The government will lose the full amount of the security deposit if the bidder breaches any of the terms of the agreement.
