The second challenge in this proposal is that employees working in different fields are required to get different pay according to their work condition and expertise. So the hourly wages for an engineer and Doctor cannot be same.

After that employees will get flexibility to change their job according to the need. They have suggested This idea from the Norway’s skilled work permit system.
Currently employees are bounded to work in the specific company has H1-B visa is applied by the employer after recruiting the candidate for the company. So once the employee discontinue the contract than H1-B VISA will automatically discontinue. However you the employee apply in the country with a normal work permit VISA then they will get flexibility to switch their job without any visa loosing fear.
