Companies in USA were applying for multiple application for a single person in the h1b visa program. So the department was receiving multiple fake applications and facing difficult to manage entries in this program.
They were using the procedure to manipulate the lottery system. Under the previous program of H 1B employers were able to apply for multiple applications for the single applicant for different positions. So as per the lottery system, chances of individuals who have submitted more applications will automatically increase.
This was a big gaming played by companies in USA. So under this procedure, companies were looking to recruit candidates who are with minimum salary is with average skills, which is not the main objective of H 1B visa program.

Now the government have restricted to apply for multiple applications for a single applicant. However companies are free to apply for multiple applications for a single person, but the portal will automatically find out such applications and consider all of the only ones. Other applications will be automatically rejected.

USCIS have shared the data of the applications received in 2025. The data is showcasing date, the loop point in the program has been resolved and now the government is inviting talented workers in the country under the program. 120,603 applications have been received by the government from employers in the USA.
Among them 114,017 applications have been selected by the department. If we compare this data with previous year then Number of unique beneficiaries was 446,000 in 2024. Now the unique beneficiaries are 442,000 in 2025. So Approximately 2000 fake applications have been rejected by implementing the new rule.
